    Worth a try. Might even work. Criminals are often just people with poorly developed minds.

    Teach them. Some northern European countries do that to turn them into contributing members of society. Apparently even El Salvador has a program to rehabilitate inmates into practical work.

    Unfortunately, prisons are a big business in the US. More inmates, more money … thank you, tax-payers.
