Allgood may indeed have a perfectly functional gun. Jackrabbit may have warned the Rat Security to watch for this moment. There may have been some weapons pointed at him the whole time. The moment Allgood raises his, he will be shot. This is all to the plan. Then Jackrabbit staggers back onto the TV stage. "Folks – during that break, Mr Allgood grabbed a gun and ran down the corridor and shot the entire council. And they shot him. And then they all buried themselves. And wrote signed confessions.
It doesn’t matter if the gun is not loaded. Allgood is five times the size of Jacob, and the gun would still make a decent cosh. So why is Jacob so confident??

Possibilities, the gun is set to explode and kill Allgood, The gun is sabotaged and won’t fire, the gun works just fine and kills Jacob. The first setup is risky, Wally was injured when Flask’s gun blew up in her face and that could have been worse. I don’t see the second as happening. This is Velda’s plan, I don’t see her eliminating Jacob until he isn’t useful. She has spent a lot of time setting him up as a hero, and she probably knows enough secrets to be able to blackmail him to get what she wants. I figure the second option, Allgood will either be killed or arrested for attempted murder. Either way, his claims that Jacob has planned this all along will fall on deaf ears. Good plan.
You do remember folks there are Endtown folks who work in Security. The Lizard lady and probably others. All probably followers of Jacob. Velda you can tell is not armed. Jacob raises a question. Could the voice have been Prof Mallard?? He is the only one other than Marx that can be a smart ass in commenting on folks. Jacob is going for a smoke break. Of course in Endtown time its only been about an hour. I wonder if he is going to offer Allgood one along with a blindfold?Ohhhhhhh! The tension. Does Allgood fire? Is Jacob that quick to dodge bullets Ninja Rabbit style? Is Jacob and Velda just hologram projections? Will Velda been the next cover girl of Endtown? Did I remember to wear socks today? ON the socks, yes. Nice clean soft ones.

Unless ALL of the security rats have guns loaded with blanks, or booby-trapped guns, the one Allgood is holding should be fully functional; if you recall, he KO’d one of the rats and stole it from him.
Surf there is no cop old or new that would advocate standing in the open while a criminal points a gun at you. That is insanity. This does not happen in the world of firearms, it’s not even a thing lol, I don’t know how else to say it. And what do you mean old time, trained properly, last I heard was old time kept getting killed because they were using revolvers. There were snafus then, there are snafus now, but LEO’s have had to adapt to face a changing threat.
