I have heard (and/or read) that many of the nursery rhymes were politically inspired. The peoplecould lose their heads if they spoke openly againsttheir rulers, so the rhymes they created were in code.
As I recall, the background is political. A ruler was removed from office by an uprising of the people. Therefore, “all the kings horses and all the kings men” could not restore the person to office.
