It seems that Dean moves his lips while making the dummy talk. It tends to be a lot more impressive when the ventriloquist doesn’t move his lips (the late, great Edgar Bergen being an exception).
The key is simply to have the dummy’s mouth draw more attention than your own. A ventriloquist who guest appeared on the Statler Brothers Show had a very simple technique – he’d put the puppet in front of his fave when it was speaking.
BTW, among current ventriloquists, I highly recommend Terry Fator. He’s gone from guesting at the Mirage in Las Vegas to having his own theater there.

Gee. I wonder if Dean will soon develop a split personality where the dummy starts telling him to do evil things.
Alright, I do kind of hope that that’s where this is going, even though it’s played out.
