Cap and Trade was originated by Republicans. It was enacted in 1990 during the George H W Bush Administration to reduce acid rain causing sulfur emissions. It was successful. But never mind any of the facts, ol’ Payne needs something to criticize Obama with. Can’t let something as worthless as facts stand in his way.

Also, note that Richard Armitage, the leaker, was a critic of the Bush Administration’s Iraq policy and tried to undermine it. To say that the Bush Administration outed Valerie Plame as retaliation for Joe Wilson’s report is a baseless slur and has been from shortly after the time it was first suggested.
