    I had my 8th grade Science students do a project. The got donuts as a reward — then they had to write the chemical and physical changes that occurred as the donut processed through their digestive tract.

    Based on where I grew up and went to public school, I respectfully disagree. Your characterization was probably true for a portion of the population, like the boxer famous for returning the public assistance he had received while out of work; but there was also a significant population who were simply gaming the system. If you filed the right application, and answered the periodic surveys correctly, you kept getting money. Attempts to crack down on abuse invariably harmed some with legitimate need, and the bad publicity made officials back off.

    It does, but welfare as it was created and as it currently exists are two different entites. Our elected leaders learned that they could buy votes, and the “safety net” became a way of life.
