I think it has to do with the look-men accessorize with neckties (or at least they used to) to make a statement, women use their feet to make a personal statement (mostly "what the heck was I thinking when I bought these).
Reminds me of a large, used-book store near U. of Chicago that regularly put out slow-selling books, which were then swarmed by people picking through them. I called that a “reading frenzy”.
