This guy is named Cornelis de Graeff, but he’s not THE Cornelis de Graeff, his uncle, a truly bigwig Dutch politician from a truly bigwig family of Dutch politicians. Apparently he liked having his portrait done by important painters; in addition to this ter Borch there’s also one by Jürgen Ovens ( I haven’t been able to find that one.) other than that, there doesn’t really seem to be much to say about him. The artist was simply a very successful professional painter of the time. He worked for royalty, including the royalty of Spain, and he got a knighthood out of that one. There’s a hint of trouble with the hot-blooded ladies of Spain, which resulted in his abrupt return to the Netherlands. His Spanish fling over, he settled down and became throughly respectable, ending his days as a member of the town council in the town where he lived.
