Giving Tracy the brush-off like that certainly isn’t smart. Any legitimate bank manager would be wanting to take steps to prepare for a possible robbery attempt, and hoping the police would stay on the premises to help them, I would think.
A lot of ways we can see this: a) when a thief isn’t worried about being warned about another thief thieving them, the whole story hasn’t been told; b) it’s too bad there wasn’t another panel where Tracy retorts, “If Blackjack hits this bank, don’t come crying to me!”
Mr. Hickman – who resembles someone though I can’t put my finger on who (or won’t state it) – needs to get to a shredder or find some place to have a trash can fire.
It certainly does appear that that Mr. Frank Hickman, the well-coiffed bank manager, has something to hide, and two days in a row of prominently-featured trash suggests that a forensic analysis of what is in that waste-bin might turn up evidence of some shady, illegal dealing by Frank, which would be likely to involve the pension defaults.
I suppose, as suggested several times in Comments above, we can count on Blackjack to serve as a catalyst that will draw police and FBI attention and ultimately lead to Humpty Hickman taking a great fall….
