Punching the OFF button only shuts off the screen, everything else is still running. You have to hold the button down until the ’Power off?" appears to actually shut the phone down.
Android phones, like many smartphones, also use Assisted GPS (AGPS). This allows them to compute satellite position using the network and get the location faster. The Android GPS can also get a location without cell towers. It is common to think that a cell phone can’t get a location without cell service.
GPS works without anything. The iPhone has a GPS receiver that works without anything else.
Now turning off the phone would in most cases shut off access to the phone, but based on what we know of Jeffrey’s abilities and the fact that he is probably better the NSA’s abilities he should have no problem finding Danae.
This may not stop a sophisticated spy agency. But I think the catch is, it would have to have previously installed the right software in advance … something that mimicked a power-down sequence while keeping the underlying systems running — the same sort of “back door” modification the NSA has already been outted for pressuring some U.S. tech companies to make in their operating systems.

There is NO GPS signal going out from your device, it only listens to the signals broadcast (BROAD-cast!) from the satellites. You can find out remotely where a device is only if the device is connected to a network, such as the GSM or cellphone net or the internet, AND you can connect to it that way AND it allows you to get at its position. Even Jeffrey can’t do it any other way.
