I’m torn on Frank’s character. I liked him quite a lot as he was first presented – a simple janitor with a deep sense of humanity. As a tribute to a “Frank” who helped BB get through a hospital stay after a bad wreck, he had a reality that made him stand out from the rest of the cast. He didn’t need expensive props. It was the lack thereof that made him such a rich, credible character.
I mean, this development doesn’t make him unsuitable as just another Bloom County character. But he wasn’t “just another” Bloom County character before; he had depth and dimensions unique to the comic cast.
The Pinto fire happened just a few miles from where I grew up. US 33 was stained black for a few years right in that spot. Nope, would never get in a Pinto.

Is he like Frazz, independently wealthy and doing this to help folk?

Frank must be “Frazz” 40 years later, still working as a janitor by choice while collecting big royalty checks from his song writing.

Maybe Frank is the garbageman from “Dilbert” without his hat and glasses.

Clearly, there is more to Frank than mops and scrub brushes!
Likewise, Steve Dallas reveals an utterly unexpected compassionate side (though he might not admit it).
Wonders of the season.
Good luck, Mrs. Dumont; hang on for a great final fling!

Frank reminds me a little bit of Frazz. Both are custodians but much deeper than that in reality.
