You should have mentioned that the 12 time zones include all of France’s possessions. Russia has 11 and all of them are in its borders. As I see it Russia wins.

12 time zones is HALF THE PLANET, that’s like the entirety of Europe and Asia. It would be more accurate to say France controls territories in 12 different time zones, but the way they say it makes it sound like France is a 12,000 mile wide strip of land…well maybe 7000 given it’s latitude.
