Shenandoah National Park and several other parks I go to allow dogs – but then I am not near any cities. Down in Southern MD we have some state parks we take our dogs on occasion, and it is very nice. Too many squirrels, though. LOL
Of course, the funny thing is…aren’t parks full of wildlife? Where do they, um, potty? And, are they issued plastic bag to clean up with afterwards? Or, in addition to “Men’s” and “Women’s” outhouses are there “Four-footers-only” outhouses??

I love dogs and will defend them vigorously, but I completely understand why a park would not allow them on a nature trail.
