I think the key word in this strip is “maintain”, it seems like this colony doesn’t want to expand, or grow, or anything. The ones in charge think things are just fine as-is, and don’t want to change the status quo.
So now we see the upper echelons, the nice suits, the ties, the well groomed look. And the same old refusal to countenance new ways of doing things. Above all – maintain the status quo!

It looks like both Wally and Chic not only have a difficult time fitting in, but they want conflict. Chic keeps picking fights that he can’t win, and Wally does as well, in his own way. Eden has a carefully laid out order, and understandably so since they need to provide to maintain a stable population and escape Topsider notice…so they can’t afford to have someone rocking the boat.
And Wally has too much of the wasteland in him to really fit into any sort of civilization for very long.

These guys have a “standard” of living that these dittos can certainly be conscripted to improve. Unfortunately for them, they don’t really know Wally or the dittos. There’s trouble ahead, for Wally a little, for them, a lot.
