Tracy dashing into the restaurant was an emotional reaction because it was his daughter. It was unlikely that Bonnie was in any danger in a crowded restaurant. After dinner is another story but isn’t that what the stakeout would accomplish, to follow them once they were alone and away from a crowd? If Tracy wanted Bonnie away from Tar, he could have called her on her cell phone and asked her to meet him outside where he could have filled her in.
Of course, a stakeout in a squad car wasn’t very subtle so it would have made it difficult to follow them covertly.
Bonnie is still a bit shaky after her close call with the Serial Slayer of Teachers (Who Criticize his Columns, I guess). A little reassurance that Joe will still be around for a while—long enough for them to rekindle their romance, if indeed so it goes—is comforting, as drippy dad senses (he may not be the most romantic cop around, but he is wise enough)….
