Well, it looks as if all the commenters before me have totally missed what I see as the point of today’s strip. It’s not about taxes.
Note that the fellow speaking isn’t Baldo, and while he mentions coming to work, he doesn’t say anything about actually working. I presume that’s because he (I forget his name) has his job through nepotism and is notorious for not actually working “at work”. I.e., his presence in the company and getting paid is the real scam.

They still take Federal, state, Social Security, and Medicare from the wages no matter the age. If you want it back you have to file for it.
