It seems the rules of tipping state that a minimum of 15% is required, but when a waiter/waitress does no more than bring me a drink, I see no problem in cutting back even the minimum. I had a great waiter, a young fellow who must have not known he’d could get by with little or no service. He provided me the drink, cleared the table of used plates, offered to refill my glass, offered a drink to go and brought the tab in a timely manner. This fellow deserved a tip and then some.

Strictly speaking, that means that tipping a penny is permitted.

She gets minimum wage so minimum tipping is appropriate. It’s for their own good, wouldn’t want to put them in another tax bracket.

Most people I know would pay the tip & not ever go there again.
