Use an eccentric orbit which will drop into the atmospheric drag region and it will vaporize. Make that orbit intersect an existing piece of debris enough to also make IT drop into the atmospheric drag region and it will vaporize as well. Selectively toss enough trash and you will have cleaned up near Earth orbit. Extra points for triples.
(Still more fun to simply vaporize the debris, but the collisions would be fun too. Mix it up a bit for variety.)
