I propose a different interpretation. Oliver is the name of one of the shrubs that have been placed in such a 1/2 mast way in earth-adjacent locations.

National Arbor Day is observed by some on the last Friday in April (which is April 28th this year). It could be a nice day to plant a tree or a shrub (or two or three).

Guerrilla gardening strikes again!

Oliver went from bright-eyed and bushy-tailed to cockeyed and bushy-tilted.

Those shrubs got off too a wobbly start. Oliver is too bushed to care.
