If the whole laptop is getting hot enough to properly cook something on top of it like that, that laptop’s already probably dead (if not bursting into flames). Most laptops these days shut themselves down well before reaching that temperature for its own safety, to try and minimize the damage such an overheating can do.
I’ve heard too many horror stories of laptop and phone batteries burning things down. I’d toss that hot plate into the yard and get a fire extinguisher.

I had a microwave oven that did that. The first time the circuitry was heating instead of the meal it had to be thrown out.
I’d suspect that lap top is on the verge of starting to burn in flames. It is a total loss.

Long ago my one older mate had an excavator. He used to wrap sausages with foil and grill them on the excavator’s muffler for his lunch.
