I worked in a government office where some records were only available to the public if certain portions were obscured (such as telephone numbers, SSNs, etc.). We used white-out on the “originals” (first copy) to make final copies for the consumer. When we used black marker or an equivalent, the person getting the copy would almost always ask about what was covered, something they rarely did when the information was “whited” out. (I suspect the white areas didn’t call attention to them like the big black marks, so people tended to ignore them.)
