My understanding of the term “CPT” is that it originated as a kind of passive resistance to slavery. So it didn’t confine itself to always being late – it was more like always being slow to do things that someone else (particularly if they were white) demanded you to do. Maybe it morphed into a more general attitude toward timeliness.
Among white people in the South there was a similar thing. When someone asked (or told) you to do something, you responded “I’ll do it directly” meaning exactly the opposite: “I’ll do it eventually.” So you indicated immediate compliance, while intending nothing of the sort.
Had similar issues as a school bus driver – Put up a sign that read “If you are early you are on time. If you are on time you are late. If you are late you are walking” Did not solve the problem, but it did help.

In the past Black People Time was call CPT (colored people time) and meant that you were always late

To be fair, though, in my experience, German people in Germany are almost always on time.
