I’ve always thought that Andy is well known at the police.

Like most CCTV “Have you seen this person” pictures, it will be heavily blurred.

If it was Andy, the police have him ID in seconds. They know him well.

If Flo doesn’t turn him in, most likely her Mother will.

Every cop in town should have recognized Andy right away.

Didn’t recognize Andy? Comic strip police. Whatever happens is at the convenience of the cartoonist.
