I’m not sure what is depicted on the sign on the piling next to Amelia in panel 1. It has little strips at the bottom; some are torn off. Looks like a notice about a lost fish.
The seagull has the right idea. Someone lost a fish and is looking for it. Sad. Eeny Weeny Chilie Beany, the Spirits are about to speak! Are they Friendly Spirits? Just listen!
