I can attest to the power in the hind legs. I had a Norwegian elkhound once that liked to wrestle in the snow. When I’d get him pinned down on his back, he would use his hind legs to completely flip me off of him.
In wolf body language, Rover is in a submissive position which means you are the alpha, I know you can kill me but please don’t. In human language it means, rub my belly.
