I question this conventional wisdom that women dress to impress other women. It may be true at some point in their lives, and in some situations, but I think younger women put a lot of thought and effort (at least when it comes to swimsuits, night club attire, etc.) into dressing for men. To put it another way, day to day, women may dress to impress other women when they are at work, or out doing routine daily things. But when they are hitting clubs, or the beach, every young women I’ve ever had this discussion with says they dress at least as much for attention from men. And quite a few mentioned that they appreciate when men tell them they look good (as long as the guys backed off after the compliment was given).
