This makes me think of the Top of the I. The rotating restaurant at the top of the Ilikai Hotel in Honolulu. It was my favorite date restaurant in Honolulu back in the early ’80’s.

The architect of this one was a little unclear on the concept. Either that, or he just didn’t like people.
