People don’t like to admit they are wrong much less apologize for being wrong. The harder part, I think, is trying to go back to normal after an incident that required the apology. Once you’ve shown your vulnerability, it isn’t easy to be around the one who has seen it. Don’t care how people will say that it isn’t a vulnerability to apologize, it really is.
My oldest sister has not only not spoken to her daughter (who’s age 36 now) for about 5 yrs. My sister is petty and unforgiving and everything is about HER. If you disagree with her or do something she doesn’t like, you’re GONE. She used to be a cosmetologist and recommended a hair product; I chose something else and she went OFF like “Don’t EVER ask me for help with anything! Nobody ever listens to me! I’m always wrong!”. Her daughter lives in TX and has 3 children; the last time they saw each other was when the first one was born, nearly 5 yrs ago. Katie was in labor but Anne felt nobody was paying enough attention to HER (Anne) and they haven’t spoken since. My sister not only denies her grandchildren, but has “adopted” a few neighborhood children as her “grandchildren” and they are even in her will! MY only child was killed 27 yrs ago – at the age of NINE. I cannot imagine cutting off my child and grandchildren, but then again, my sister is so vicious and TOXIC that my other sister had to move away from the town they both live in just to get away from her and our poor parents (87 y/o) have to suffer. It makes my heart sick. Anne does not know how to love – only control and manipulate via emotional extortion – agree with her or you’re cut out of her life (but that might not be a bad thing). 3 yrs ago, I went to visit an old friend (I’ve known for 37 yrs) in TX and Katie lives nearby; Anne found out I’d gone to visit her as well and WENT OFF!!! I was cut off for about 2 yrs. I’m on her good side (for now).
My mother threw the silent treatment at me about a week before I started my senior year in high school and it did not end until I returned to the USA after medical school. Best 9 years of my life up to that point. It took her that long to realize she had been wrong and needed to apologize.

And then there are the shameless ones who don’t apologise to you and don’t stop speaking to you also.

Never admit that you are wrong. That’s a sign of weakness. Only losers admit that they are wrong. Winners “double down.” /S

There are some people in this world whom you just have to keep hitting until they apologize.
