Some schools have installed drinking fountains that are also water bottle refill stations, with counters that display how many bottles have been refilled, just to make a point. Putting plants in the drinking fountain just creates a mess.
We ran (pre-C19) a local recycling program and picked up paper and plastics at the local schools. Over the years, we started getting less paper from classrooms and more plastic water bottles once the school installed bottled water dispensers. Sometimes 50% of the bottles were still half full when they were thrown in the recycle bins.
In the 1960s I worked at a scientific research laboratory. At one time there were a couple of new employees from a country with cultural differences from ours, who thought the drinking fountains were urinals, until things were clarified for them.

People weren’t using the fountains because they had bottled water, so we got some plants that they also don’t need to use the fountains for?
