A little acetone on a cotton ball will take it right off.

Have him wear regular short sleeve shirts instead of his usual tank top until it is gone. No one will see it while it fades away.

No need for industrial cleaner. Any kind of lotion will remove permanent ink easily.

fun fact: Permanent marker isn’t actually permanent, it’s just kinda hard to wash off.
