Our troops in Bosnia had the worst of all worlds. They were under ROE that prevented them from doing anything other than arriving after the slaughters and cleaning up the bodies.
Buddy of mine was a driver in an Abrams. He says most of what his unit did was show up after the shooters had left. Burned villages, piles of dead civilians and no followup to get the bad guys. They were not allowed to act on intel until after the fact.
A whole lot of our people came home with serious PTSD without ever having fired a shot. Month after month of sorting the bodies, hoping to find survivors. Forced to witness the results of torture, rape and mutilations.
