Kinda reminds me of the story of the kid in class who raises his hand. Teacher calls in the kid and the kid says " I need to go to the bathroom. Teacher says “Ok, but you have to recite the alphabet first”.
Early on, I saw a video showing correct hand washing…including between all of the fingers and thumbs, and also the wrists, and don’t forget the backs of the hands. Cover all that, and who needs to sing?

My guess, and it’s strictly a guess, is that reciting the alphabet is a timing tool to mark a recommended 15 seconds of hand scrubbing.
