Confusing ‘toon, imo. I think that the person is trying to dig THROUGH all the crap from those opposing it, in order to get to the point of being able to create the jack-o-lantern which is the goal. See that picture that’s slid off the wall? THAT should be the agenda. The pumpkin should be the BBB bill, and the nasty, sticky seeds and strings are correctly labeled.
Everyone in DC or with any political knowledge at all knew how this was going to play out the day that Biden was elected. The Democrats have asked for the entire universe and the Republicans have declared a victory when they only managed to get the solar system. The package they did get is huge and will have a dramatic effect on society. It also made the things that were omitted, such as free community college, valid negotiable items for the next time we play this game. Ten years ago, that was a daydream.
Now, the Republicans will tell the Magats that they won, since the Democrats didn’t get everything they asked for. Since that means they are still defeating the Democrats, it will keep their iignorant supporters happy. And then next time a Republican is running for office, they will point out the new programs and benefits the Magats are getting, and claim credit for them.
You run an America with the Congress you have, not the one you wish you have. I’m an optimist by nature, so I am hopeful that Biden and the various factions (GOP, Progressives, Manchin and Sinema, etc.) can hammer out something that can be passed. The Democrats need to start racking up some wins to steer themselves toward next year’s midterms. Hopefully, they can widen their majorities in both the House and Senate in 2022 and pass the John Lewis Voting Rights Act as well as the infrastructure bill. But that’s a year away and in the world of politics, one year is an eternity.

You can’t have a Jack-a-lantern until you remove everything that stand in the way, you can’t have new bill unless you do the same thing.

The Biden agenda is favored by most Americans, but is being blocked by a few that want it to fail.
