Don’t turn it off. Just let the ambient noises become incorporated into your dreams. Like the time my alarm went off but I didn’t wake up because it became the sound of me firing a machine gun.
I take it Ted is still using the same TV from the 70’s, the ones with no sleep mode setting. I’ve begun using mine as I often doze off before the end of the sitcom I’m watching.
Get a wife that doesn’t want you to sleep with her and have her do it. Shouldn’t be too hard to find. However, that solution does have its own problems. So, just go to bed when you get real tired…..
Watching TV before bed isn’t helpful for good sleep due to the flashing screens. Maybe he should read in bed. It works for many people. Myself, I just go to bed when I feel the first whisper of sleepiness. I try to take the dog out before that so the cold air doesn’t wake me back up. Maybe Uncle Ted should add a nice walk into his daily routine, although he seems like someone who already does healthy things for himself.
Classic problem — you feel sleepy in front of the TV or the computer, so you get up to prepare yourself for bed, but by the time you’re done and in bed, you have trouble falling asleep.

I stop watching tv about 30-45 minutes before I try to sleep. I have a book on the nightstand and read some before turning out the light.
