Most dogs do not want to share their food bowls with anyone. Kitty should have been given a smaller dish or plate, depending on what they put in it. My dog would share her bowl, I think, but beagles are very pack oriented and share easier than some breeds. Buckles is no beagle! His family should know their drama boy better than that.
That reminds me of the Garfield and Friends episode “Pest of a Guest” where a mooching cat invades Jon’s home and starts eating Garfield out of house and home.
When I got a kitten, she made the mistake of slowly moving her head into the older cat’s bowl (even tho she had her own). He stood back and watched her for a few minutes and then took his paw and smashed her head right into the food. She never did it again. They can handle these things quite nicely all by themselves.

That cat is so cute! But so are you Buckles. You need to learn to share your stuff until they can get the kitty her own food dish.
