In the UK, I knew a chap who put up an early satellite dish on the top of his house. It’s wasn’t very large or intrusive. Someone obviously complained because the local council wrote to tell him he didn’t have planning permission and would have to take it down.His response was to write in reply that if he couldn’t watch the TV he wanted, he would have to go back to his old hobby of amateur radio and would therefore be erecting a hundred-foot tall radio signal antenna instead. At the time (perhaps still today) such antennas were (by law) allowed in the UK and could not be blocked by local planning rules. Strangely, the council retracted their objection to his small satellite dish.
It seems like every new development gets an HOA slapped on. They are generally useless; collecting dues, imposing stupid rules and then fining you for breaking the rules; ignoring actual problems in the neighborhood in favor of measuring grass height and checking the exact shade of beige the mailbox is painted.

I would NEVER purchase a home in a place with a homeowners’ association. For me, that is an absolute dealbreaker.
