Eventually, managers caught on, and started hiring “expendable” people to fill that 10% quota. Of course, the other 90% had to continually take up the slack from the under-performers. In the short run, it worked. In the long-run, it didn’t.
Back in my college days, I got a summer job at a unionized company that required 30 days employment before you were covered under the union contract. You can guess the rest: I was let go on day 29!
