In my experience, the just don’t have umbrellas, because the unjust stole them.
If it’s not a howling gale, I don’t bother with an umbrella. Then, once I’m already wet, it’s a waste of effort to try to hide from the rain.
And if it is a howling gale, it would blow away an umbrella, so I just stay inside.
