Dragons would traditionally be reptiles. Usually breathing in water extinguishes their flames (sometimes killing them in the process)Their cousins, Sea Serpents, would be amphibians.
If dinosaurs were not reptiles or amphibians, then why would dragons have to be. Maybe they were proto-mammals, or something else. I mean if birds are modern dinosaurs, who knows.
