Not a totally bad idea. Of course you can’t have the people on the blades, but you could have a chain drive to the rider’s wheel. That would allow for a clutch, so you can stop the passenger wheel for loading while the windmill continues to turn. It would also allow for the addition of a continuously variable transmission, which would give speed control for the passenger wheel (it could be controlled by governor operating off the windmill itself.
