The law in many states also gives the right of way to the vehicle on the right if both stop at the intersection at the exact same time. An inconvenient truth for this lot and their trademark morality of convenience.

If it’s a 4-way stop, the first person to stop has right away. Otherwise it is the person to the right; or if both meet from opposite directions and one is turning, the person going straight has the right away.
The motorized wheelchairs should use the street. After all they are motorized and many places still have sidewalks that drop at a curb and not ramped.
But, there’s always the courteous driver that isn’t in a hurry and lets the other go first.
Note how their ‘do not follow’ bumper sticker is printed in reverse, so that it is primarily readable by someone looking in a rearview mirror. Is it expected that someone will be following too close while driving backwards?

The motorized wheelchair should be on the sidewalk, as noted above, but it still counts as a pedestrian, so the wheelchair has right of way.
