Yes, Saddam was a war criminal, though with zero involvement in 9/11. Modern war criminals include Traitor Trump’s owner, Putin, and the de facto Saudi ruler, MBS, whose war crimes were committed in Yemen

Saddam commited a majority of his war crimes in his war with Iran including the use of gas/chemicals. The US backed Iraq providing it with intelligence information knowing full well Saddam was using WMDs and encouraged other Arab countries to support Iraq.
