From the register lines in each panel, I get the feeling that Wally’s “tour director” is not going to be able to escape being followed by Eye…..once again, this is just not going to end well for Topsiderville……..

Panel 2 is very interesting. Yes, there is a picture in a picture display of Wally etc. But remember how we saw pictures of topsiders displayed in the various concourses of this rat’s maze? There is a view of such a concourse in panel 2. It is blurred.
The question is: is the picture of the struggle with the knife-wielding topsider another picture within a picture, or is it being displayed on the wall of the concourse? The topsiders are unlikely to do that, but the Eye would like to stir things up.
Looking again, it looks like just a picture within a picture. Probably, the Eye is not yet ready to reveal its presence.
When it does, expect a very nasty variation on the Outer Limits introduction!
Wally brings up a good point: the Topsiders were indeed expecting some kind of reaction to occur when Wally & Co went near that nexus. Interesting to note that the Topsider called Wally by his name and not just “Cat”.
“We do need to lay all our cards on the table…” sounds promising, but I don’t trust the Topsiders to be truly forthcoming about exactly what’s going on.

Panel 2 is Deborah and what she’s seeing… and she just saw Wally. Which is odd because she HAD been paying attention to the work. Now… Eye knows.
