I solved that problem years ago. When dogs started knocking over my cans, I started leaving the bones and edible scraps on the ground. The dogs didn’t care about the other trash.
Of course his mother would be annoyed by that suggestion. The Pattersons do not appear to have a lot of money to throw around, as there have been strips where it shows the parents are struggling to keep the lights on and get the cash for next week’s food shopping. He will understand when it is incumbent on him to pay his own bills and care for his own kids.

A set rat trap on the can might solve some of the problem, but I don’t like to injure the critters.
