The secret is that dog fur is not clothing, it’s dog fur. It can be fluffed, shaken, shed, and so on as the situation demands. Also, what are the good clothes for a hurricane, tornado, or hail storm? She shouldn’t believe something just because someone said it.
Yeah. Our “iso cat” (she hates change. Think “isobar”) has been hunting for the Door into Air Conditioning†. And strangely, she has FOUND it! If you (as a cat) bang just so on Mom’s closet, the door (which is on a bullet catch) swings open a bit and you can crawl in and all the way to the back left corner where it is actually still cool.
† Stolen, with the serial numbers filed off from Robert Heinlein’s book title The Door into Summer.
Definitely a wider comfort zone! But, I’d say also, their fur IS better clothes – except in extreme temperatures. However my small dogs do need clothes for cold weather, they lose heat quickly due to their size – and a rain jacket, but that’s for MY comfort, not theirs!

30 times? It seems that “The weather is always nicer on the other side of the door.”

Your dog is panting right not because it’s not in it’s comfort zone.
