Well then not blames him if he goes and bites some innocent passerbys.

I have seen this in our neighbourhood, where traffic is very light.

It’s referred to “leash law”but it says you must have CONTROL of the dog. Not just have a leash on the animal.

It was the leashed he could do.

I once had one dog that like to walk the other one around the yard with her leash, both females. Maybe that was her way of showing dominance.
