Is this how an “atmospheric depression” causes rain? Insult a cloud to make it so sad that it cries?

Well, that’s just mean.

Just make sure that the cloud doesn’t retaliate with a bolt of lightning!

So, let me see if I got this strip right. The balloonist insults the cloud so that it cries rain. Poor cloud, experiencing verbal abuse, you look just fine to me.
