Historically, corners cut by greedy corporations have injured employees – not customers. There was never a document ill effect of shoe xrays for a customer – but shoe salesmen (who were exposed all day) came down with nasty cases of poisoning. It was factory workers that died from popcorn lung – not consumers eating their microwave popcorn.
In the 19th century, cutting corners on steam powered factory construction killed the workers (as steam boilers started a fire, or heavy machinery crashed through multiple floors). But customers would never know, if the factory owner could possibly suppress the incident.
