I have seen our governmental street workers laying and tamping down tons of asphalt paving to keep our streets in at least reasonable repaired condition (especially the way the idiot street racing types race up and down) on days with over 100 degree temperatures. I am sure they appreciate all of the “lazy” comments here. I know I would!!
Actually, though the joke seems to be either that the test is merely pro forma, or a reference to the old saying that some here have referenced, this could be a very valid test of a certain type of individual. If you are looking for someone who is down-to-earth and matter-of-fact rather than an applicant who tries to over-complicate everything. then someone who tells you a hole in the ground is a hole in the ground could be exactly what you are looking for!

Robert Landers: There are many hard-working government workers all over this planet. You just happen to have them both in your area.

There’s a phrase where someone is said not to know their a** from a hole in the ground, meaning that they are not capable.

Burros are asses. Burrows are holes in the ground. There, now you should all be able to tell the difference.
