Actually, this has happened to me. Twice, and almost three times. In LA County, if a neighbor thinks your yard is overgrown, they can call the County and someone will come out and give you 30 days to clean it up or they will do it and put it on your property tax bill. I have a particularly nasty neighbor who does this.
